During its extraordinary meeting on Monday, the Verkhovna Rada of Ukraine adopted changes to the Budget Code of Ukraine directed to resolve the problem of proper financial provision of delegated powers of local authorities of villages, townships and cities of regional subordinance.  

Under the amendments, in case of undertaking expenditures on delegated powers the respective transfers shall be provided from the budgets of villages, townships and cities of regional subordinance. Such transfers are directed not only to support pre-school institutions, libraries, culture centers, clubs, or leisure centers but also executive offices of village, townships and city (cities of regional subordinance) councils.

The amount of these transfers shall be not less than the respective expenditures of villages, townships or cities of regional subordinance in 2014.

We shall remind that at the initiative of Chairperson of the Parliament Volodymyr B. Groysman, problematic issues of small populated areas connected with implementation of a new budget and tax legislation were collected and analyzed. As early as 15/01/2015 the respective amendments were made to the Budget Code (bill No. 1766) and referred to the Parliament at his initiative. The bill was supported by all leaders of factions of the majority. However, in the course of consideration the bill No. 1728 was adopted in the form of amendment and that is why the attempt to establish funding of delegated powers of small populated areas at the level not less than in 2014, failed.
